Tense confrontation as Westlake police arrest father over confusion regarding daughter's car - Ohio

WESTLAKE, Ohio — A Westlake woman is speaking out after video showing her father’s arrest was shared on social media, sparking outrage and questions about how the city’s police department handled the situation.

Herman Carpenter was at his home in Westlake on Tuesday after his 19-year-old daughter Harmonie called him for help from the driveway.

“I looked up and all I (had) seen was police and guns,” Harmonie recalled of the situation.

Westlake police say they came to the home on Bradley Road about a reported stolen car after it was picked up by surveillance cameras. Harmonie says she was the one who reported her car stolen to Cleveland police last Friday after her ex-boyfriend wouldn’t return it, but she recovered the vehicle on Tuesday.

“We took the car down to 2nd (police) district in Cleveland and we got it removed,” she said. “They told us that everything would be cleared up.”

Cleveland police claim they told her it would take “some time” for the car to be cleared as no longer being stolen, so Harmonie drove home. About an hour later, she says Westlake police rolled up to the driveway and began accusing her. That’s when her father stepped in to help.

“All he said was, ‘This is her car, this is her car.’ And they’re like, ‘Get over here right now!'” she recounted.

Harmonie added she couldn’t believe what was happening and felt she needed proof.

“I pulled my phone out and started recording,” she said. “I’ve seen enough videos of young Black people just being shot and harassed by police to know that if I’m not on camera, I could be me next.”

That footage has since gone viral.

Westlake police say Herman did not comply with officers’ orders to “lay down on the ground or turn around and walk backward to the officers.” They stated it was only when they threatened him with a “less lethal use of force” that he complied and approached the investigators before being arrested.

The police department later released its own body camera video of the incident. The 39-year-old Herman was charged with obstruction of official business.

“It was just immediate yelling and arguing. It was no situation where it was tried to be de-escalated. It was just straight, like, aggression. That’s what it felt like,” Harmonie said. “A cop literally threatened to shoot my father, and I’m like, ‘Why would you do that?’ … I genuinely thought my father was going get shot that day, and that was scary.”

Cleveland police say the process for removing a recovered stolen vehicle from its system is not instantaneous. Herman Carpenter was not available to talk on camera, but Harmonie says her father has since been released and has an attorney.
