A member of the Peruvian National Police is accused of cold-bloodedly murdering an official from the provincial municipality of Hualgayoc, a town located in the Cajamarca region.
The victim was identified as Ruddy Lozano Obispo, a 33-year-old engineer, who was in a bar in the city of Bambamarca, last Saturday, October 5, enjoying the night.
However, at approximately 11:15 pm, still under unknown circumstances, Lozano Obispo was shot by the Hualgayoc commissioner, Lieutenant PNP Anderson Quispe Briones.
The security camera at the Santo Bar, located on Jaime de Martínez street, recorded what happened. In the images, the police officer can be seen taking out his firearm and pointing it at the chest of the municipal official, who opens his arms at the action.
Once the gun was positioned, he fired at his target. Lozano collapsed immediately and lay on the ground, while Quispe Briones fled the scene. The video also shows a woman, who turned the video surveillance camera over and tried to respond to the emergency.
The victim’s body was taken to a hospital in the city of Bambamarca, but was found dead when he arrived. It was reported that Lozano worked in the solid waste area of the Municipality of Hualgayoc.
Seeing himself surrounded by the authorities, Quispe managed to get out of his car and escape by running through some bushes in the area until he reached a river. His escape was successful and his whereabouts are now unknown.
