A homeless man was brutally attacked by Viña del Mar City Hall security guards following a robbery on Etchevers Street in the Valparaíso region. The officers even hit the man with a stick on the head, while he sobbed as he tried to talk and avoid the attack.
The entire incident was captured on video footage circulating on social media. It shows the man, in what appears to be a police car, surrounded by three municipal guards who repeatedly beat him with batons and even a stick.
Most of the blows were directed at his head , while one of the patrolmen shouted at him to ask where the thing he had allegedly stolen was. The man’s agonizing screams did not deter the guards from taking action .
Following the incident, Viña del Mar Mayor Macarena Ripamonti said, “As a municipality, we strongly condemn what happened in the context of a robbery on Echevers Street ,” and asserted that the suspects were separated from their staff .
Along with this, an investigation was launched into the procedure and its legality, in addition to taking all necessary internal administrative actions .
The mayor confirmed that she contacted the regional prosecutor, Claudia Perivancich, to “contribute in any way necessary in the context of the investigation” and added that they are filing the corresponding complaint with the Public Prosecutor’s Office.
Fernando Martínez, regional director of the National Institute of Human Rights (INDH), described the incident as ” significantly serious” and announced that they will file a complaint with the Public Prosecutor’s Office and notify the Municipality of Viña del Mar.
In the case of the municipality, they will seek an administrative investigation that goes beyond the dismissal of those involved. This will ensure that, in the event their responsibility is proven , “the most severe sanctions possible will be applied.
